Import Data From Excel 2016 Csv file is failing (Doc ID 2362846.1)

Symptoms

Unable to load the data files, if it is a csv data file generated with Excel 2016. it is working fine with excel 2010.
getting the below Error message in the logs,

Error : No section has been specified to determine if this is data, description or line item details.
