OBIEE 12c: "Installation cannot continue" Error While Installing the Client Tools (Doc ID 2364040.1)

Using Windows 10, you have downloaded the Developer Client Tool and are trying to install it.  However the initial splash screen comes up and says "Preparing the installer..." then the window disappears.  A few minutes later another window pops up that says "Error" at the top left and has an "OK" button at the bottom.

Reviewing the logs you see:

<timestamp> SEVERE [1] - Invalid source path C:\Users\<username>\Downloads\Disk1\stage\Components\oracle.nginst.core\\DataFiles\filegroup1.jar specified for unzip. Unzip operation failed. Please check oraparam.ini and specify a valid source path.
<timestamp> SEVERE [1] - Copy of directory C:\Users\<username>\Downloads\Disk1\stage\Components\oracle.nginst.core\\DataFiles\filegroup1.jar to directory C:\Users\<username>\AppData\Local\Temp\OraInstall<timestamp>\oui failed.
<timestamp> SEVERE [1] - Error in executing bootstrap to C:\Users\<username>\AppData\Local\Temp\OraInstall<timestamp>. Installation cannot continue.
