OBIEE 11g: Unable To Start The Presentation Server Component

Symptoms

You are trying to start/restart the presentation server component (might be as part of the process to refresh the GUIDs) but it takes a long time to start and you see this error in the sawlogn.log:

Also, at the same time this error is seen on the nqcluster.log:
