Error "Unable to obtain a connection to Hyperion Essbase" while Connecting to Planning from Workspace (Doc ID 2367056.1)

Hyperion Planning unable to connect to Essbase error when trying to access Planning via Workspace.

When tried to connect to Essmsh able to connect. Able to login to Essbase server and ping works fine.

Able to login to EAS . Could start and Stop the applications from EAS. Could even see ESSLANG variable on the Planning server is defined

as English_UnitedStates.Latin1@Binary

When tried to validate the Planning datasource , essbase connection fails.

Could find the below from the planning_webapp.log

"Cannot establish the OLAP connection: {0} .[[
com.hyperion.planning.olap.EssbaseException: Failed to obtain locale information (1030725)"

OS level Patches were applied
