OBIEE 12c: BI Configuration Assistant Fails at Create Expanded Domain Step (Doc ID 2388947.1)

Symptoms

While configuring OBIEE 12.2.1.4 , The BI Configuration Assistant Fails at "Create expanded domain" step with below error stack in
