E-Mail Notifications Are Not Received From Account Reconciliation Manager (ARM)

You've configured ARM such that users are supposed to receive e-mail notifications, but e-mails are not being sent. These users have no issue when signing into ARM. When you look up the affected users in the Enterprise Manager console, an error is thrown: "No User found matching the criteria". Native users are not impacted, only external users.
