OBIEE 11g|12c: Some Timestamp Format May Not Be Exported Correctly To Excel 2007+ (Doc ID 2390187.1)

Symptoms

On OBIEE 11.1.1.7, 11.1.1.9 and 12c :
When you display an analysis with custom timestamp format, the date column is displayed as expected format in browsers.
However, when tried to export the analysis to Excel 2007, some date column may not be displayed in Excel.

For example, when you set 'MM/dd/yyyy tt hh:mm:ss' as custom timestamp format in an analysis and export it to Excel 2007+ using OBIEE 11g, it is displayed as "04/24/2018 tt 16:39:36" in Excel.
When exporting the analysis to Excel 2007+ using OBIEE 12c, it will be displayed like '43194.36988' in Excel.
