OBIEE 12c : X-axis Value Is Incorrect When Creating A Graph In Japanese Language Visual Analyzer

Symptoms
This issue occurs when user log-in to Visual Analyzer with Japanese language.
Steps to reproduce using the Sample Sales Lite:
1. Log in to Visual Analyzer(VA).
2. Create new VA Project.
3. Select "Sample Sales Lite" from "Add data Souce".
4. Add the following elements:
- "Time"."Calendar Date"
- "Base Facts"."Revenue"
5. Change View to "Bar".
You will find the X-axis value is incorrect.
The following capture is the result of this issue in Japanese language.
When you test in English language Visual Analyzer, the X-axis shows correctly.
