Symptoms

You've logged into Shared Services and are attempting to perform a LifeCycle Management (LCM) import or export of Financial Reporting reports/artifacts. Before the process completes, an error is thrown: "EPMLCM-13000: Service currently not available".  This is occurring in an environment where IIS is used as the Web service.
