OBI 12c: Upgrading To 12.2.1.4, Fails With Error ' Failed to rebase services due to Database schema update required, but InitializeDbIfRequired flag is not set' (Doc ID 2395523.1)

Symptoms

You are upgrading OBI 12c version12.2.1.3 to 12.2.1.4 (note: this can occur upgrading from lower versions as well).

The upgrade assistant fails at step 9 of 9 with error 'Failed to rebase services due to Database schema update required, but InitializeDbIfRequired flag is not set'




The upgrade assistant log displays the following error
