Hyperion Financial Management (HFM) 11.1.2.4 Opens many more Database Connections than Prior Releases resulting in Error "TNS-12519: TNS:no appropriate service handler found"

Symptoms

HFM applications run Oracle Database out of PROCESSES causing various errors in HFM and other EPM products.  Exact errors vary due to timing of error and state of Oracle database.

HFM application ODL logs will contain errors like the following:
