FDMEE Error "EPMFDM-140164: The data rule cannot be executed because this POV is locked. Please select another POV" When Unlocked the POV and Running Import Steps from Data Load Workbench (Doc ID 2399053.1)

Symptoms

User disables the location by choosing the option "Lock All Locations" for specific period and scenario in Application Settings under Setup in FDMEE. However after unlocking the locations from Application Settings again and then try to Import the data from Data Load Workbench, it returns with an error:

"EPMFDM-140164:The data rule cannot be executed because this POV is locked. Please select another POV"
