"sawjniapi643r.dll: Can't find dependent libraries" Error While Opening a Catalog in Offline Mode (Doc ID 2403244.1)

Symptoms

You have installed the 12.2.1.3.0 version of the Oracle Business Intelligence Developer Client Tool, and are using the Catalog Manager to open a catalog in Offline mode by:

  1. Open the Catalog Manager
  2. Go to File->Open Catalog
  3. Select Type: Offline
  4. Enter the catalog path in the Path field
  5. Once you click OK a pop up with the following error appears:

    <CLIENT_PATH>\bi\bifoundation\web\bin\sawjniapi643r.dll: Can't find dependent libraries
