OBIEE 12.2.1.4.0: Can Not Connect to Oracle Database due to ORA-12154 with Tnsnames.ora

Symptoms
After installing OracleBI 12.2.1.4.0 and creating the analysis, it seems that you can not access the Oracle database with the following error:

Condition: HY000. Code: 10058. [NQODBC] [SQL_STATE: HY000] [nQSError: 10058]
A general error has occurred. (HY000)
Condition: HY000. Code: 43113. [nQSError: 43113] Message returned from OBIS.(HY000)
Condition: HY000. Code: 17001. [nQSError: 17001] Oracle error code: 12154,
message: ORA - 12154: TNS: could not resolve the connect identifier specified
OCI call OCIServerAttach (HY000)
Condition: HY000. Code: 17014. [nQSError: 17014] Could not connect to Oracle
database. (HY000)
SQL has been issued: SELECT 0 s_ 0, "<SUBJECT AREA>". "<PRESENTATION TABLE>"<PRESENTATION COLUMN>" s_ 1
FROM "<SUBJECT AREA>" FETCH FIRST 65001 ROWS ONLY
------------------------------------------------
tnsnames.ora has been put on the server side under BI_DOMAIN/config/fmwconfig/bienv/core.
With Administration Tools,
- You can import the metadata successfully.
- But when you "Update Row Count" of the physical tables, [NQODBC][SQL_STATE:HY000][nQSError:10058] A general error has occurred.
