OBIEE 11g: "java.security.AccessControlException: access denied" Error While Upgrading Code Grants (Doc ID 2416345.1)

Symptoms

You are following the instructions on the Upgrade Guide to upgrade your server to 11.1.1.9.x.  However, while running the Configuration Assistant to Upgrade the Domain you get the following error:

Configuration Action "Upgrading Oracle Business Intelligence Code Grants" has failed.

In the install log file (install<timestamp>.out) you see:
