OBIEE 12c: After Click on Down/Up Arrow Twice in Rapid Succession on Calendar in IE 11, Three Years Changes

Symptoms
When setting a filter on a date column, you see a calendar and you can press the Down/Up Arrow of it to change the value in year selector.
But if you press the Down/Up Arrow twice in rapid succession in IE 11, the year selector moves 3 years.
For example, if you press Down Arrow twice in rapid succession when the year selector displaying "2018",
the value in year selector changes to "2015", but "2016" is the expected value.
