OBIEE 12c: SmartView Does Not Refresh OBIEE Answers In Realtime

The issue reproduced with the following combination: SmartView 22.214.171.124.800, OBIEE 126.96.36.199.0
In Smartview, select Refresh button. A pop-up appears that states the Refresh completed successfully but the report has not changed.
The OBIEE answers in smartview are refreshed every 30 seconds regardless of how many times that the Refresh button is pressed.
In Answers, every time refresh is selected, the data is updated.
