Production DRM Application Not Working After Upgrade Error: " DRM-61023: Timeout starting the following " (Doc ID 2427269.1)

Symptoms

After upgrading the NetJNIBridge is failing to start. The follow error is seen in the Event Viewer log:

Error loading the NetJNIBridge host process on machine:XXXXXXXXXXXXXXX

System.Exception: Error loading the NetJNIBridge host process on machine: IISLGP0002.global.lloydstsb.com ---> Oracle.Drm.Exceptions.ResourcedException`1[Oracle.Drm.Messages.MsgsProcessManager]: DRM-61023: Timeout starting the following process: NetJNIBridge.
