Production DRM Application not working after Upgrade, Error: "DRM-61023: Timeout starting the following" (Doc ID 2427269.1)

Symptoms

After upgrading, the NetJNIBridge is failing to start. The follow error is seen in the Event Viewer log:

Error loading the NetJNIBridge host process on machine:<ServName>

System.Exception: Error loading the NetJNIBridge host process on machine: <ServerName> ---> Oracle.Drm.Exceptions.ResourcedException`1[Oracle.Drm.Messages.MsgsProcessManager]: DRM-61023: Timeout starting the following process: NetJNIBridge. DRM Process ID: <ProcessID> at Oracle.Drm.Service.ProcessManager.WaitForProcessPing(String processID, String processName)
