Load Plan execution fails at step - MARK_MANIFEST_FILE_AS_PROCESSED Details with "FILE_DOWNLOAD_ERROR"

Error:

ODI-1217: Session MARK_MANIFEST_FILE_AS_PROCESSED (1387833500) fails with return code 7000.
