FR ScheduleBatch Utility Fails With "Batch failed to schedule" When Password Used to Run the Utility Contains Special Characters (Doc ID 2435629.1)

Symptoms

Attempting to use command line schedule to create a batch, scheduler fails with error similar to:

[MIDDLEWARE_HOME]\EPMSystem11R1\products\FinancialReportingStudio\products\financialreporting\bin>ScheduleBatch.cmd MyBatchDefinition.xml MySchedulerServer
[java] Java Result: 1
[echo] Batch failed to schedule: MyBatchDefinition.xml - See logs for details
The [MIDDLEWARE_HOME]\EPMSystem11R1\products\FinancialReportingStudio\diagnostics\logs\FinancialReporting\FRBatchAdminLogging.log contains messages indicates the "Invalid Username or Password. Access Denied."
