OBIEE 11g: RPD Upload In EM Is Failing With Error "Cannot run program "/bin/chmod": error=12, Not enough space" (Doc ID 2439726.1)

Uploading an RPD file from FMW Enterprise Manager and activating the changes was failing and the following message was displayed:

"Activate Changes - Com[leted Successfully

        Commit failed with 0 errors and 2 warning. Problems reported by: bi_server1. See detailed logs for more information"

bi_server1-diagnostic.log has the following information
