OBIEE 12c: Search for Roles/Users Does Not Return Any Data

Symptoms
You are trying to add an Application Role to a folder permission or to a privilege.
If you use a string (i.e. "BI") you get:
No results are available for given search string
Even when there are roles (i.e. BIConsumer) or users (i.e. bitest) on the identity store which fulfill the filter.
If you do the same on previous releases the results are return correctly.
