Clear Ownership Data From Manage Data option in HFM Application Does Not Work Properly (Doc ID 2444774.1)

Symptoms

Ownership data does not get removed/cleared when running the Clear Data option from the Manage->Data option.

Steps to Reproduce
-----------------------
The issue can be reproduced at will with the following steps:
1. Login to workspace and create an application by using the application extracts provided by the customer.
2. Load the ownership data
3. Validate the records and ownership data after extracting it from the HFM
4. Now, goto option Consolidation->Manage->Data
5. Clear the data for the POV mentioned below:
STAT,2018, {[Third Generation]}, {[System]},{[Hierarchy]}
6. Clear option will run successfully.
7. Extract the data and you will see few items(data value) remains in the system. It should be empty by this time but it still shows the data.

Requirements:

Ownership data and normal data should be handled separately when clearing data.

1. Clear ownership data should clear active and inactive entities which is needed.

2. Clear normal data should only clear active entities (Otherwise non admin user cannot use this functionality).

Changes

 It is an issue after applying HFM PSU 11.1.2.4.207 patch and was working fine in HFM PSU 11.1.2.4.205 patch level.
