Smart View: Splash Screen is Stuck and Smart View does not Open (Doc ID 2452079.1)

Symptoms

The Smart View splash screen opens and stays open when opening Microsoft Excel.  If Excel is manually closed and reopened, Smart View is able to launch within Excel normally.  This behavior only happens with brand new Smart View installations.
