OBIEE 12c: When Exporting Date Columns To Excel 2007+ It Showing One Day Behind With Time Stamp

Symptoms
On Oracle Business Intelligence Enterprise Edition (OBIEE) 12.2.1.4 version,
- Have done out of place upgrade of OBIEE from 11.1.9 to 12.2.1.4
- Migrated 11g objects to 12c.
- When exported a report with date columns to excel, date columns are going back by 1 day.
For example, Invoice Date in excel= 07/27/2012, then when it exported to excel the date in excel is 07/26/2012.
This issue observed in both On-Premise and OTBI environments whenever there is out-of-place upgrade from OBIEE 11.1.1.9.x to 12.2.1.4
