On Oracle Business Intelligence Enterprise Edition (OBIEE) V 12.2.1.3, Analytics

Analysis exported to CSV format or tab delimited format, the numeric column value are exported with double quotation marks.

Example:-

In version 11g, measure column exported to .csv as 12345,67
In version 12c, measure column exported to .csv as "12345,67"
