OBIEE 11g | 12c: Catalog Permissions Changed Back from Custom to Full Control after Running 'Reload Files and Metadata'

Symptoms
In order to disable 'Delete' option from Custom permissions of catalog objects, the permission of parent directory folder should be changed from 'Full Control' to 'Custom' firstly according to NOTE:2396551.1.
In this state after running 'Reload Files and Metadata', the permission of catalog folder will be changed back from Custom to Full Control and the 'Delete' option of catalog objects can't be disabled.
[Steps to reproduce]
1.change the permission of /Shared Folders/TEST from from Full Control to Custom and keep all the checks.
2.go to Administration and run 'Reload Files and Metadata'.
3.confirm the permission of /Shared Folders/TEST.
