Creating an extra bucket "NULL" when using multiple columns in creating bins

Steps to reproduce the issue:

Created a sample custom column Bin report:  Refer the Image in the cause section


 Formula used to create the custom column Bin:

CASE WHEN ("EOE") IN ('86') AND ("Cost Center") IN ('1751','1754') THEN 'Automotive Engineering (Vehicle Fuel Cost)'
WHEN ("EOE") NOT IN ('86') AND ("Cost Center") IN ('1751','1754') THEN 'Transportation Operations'
ELSE 'CENTRAL (see table below)' END

Based on the case statement: When EOE is not in '86' and cost center in '1751' the entry should fall under 'Transportation Operations' bucket . But if you look into the above table a separate bucket has been created at the bottom as 'NULL' which is not correct.
