FDMEE Check Rule LCM Migration Import Process Fail With Error "EPMFDM-140124:Import for Source Adapter failed" (Doc ID 2473988.1)

Symptoms

FDMEE LCM migration of Check Rule artifact fail with error "EPMFDM-140124:Import for Source Adapter failed".
Source and target environments are at the same application version and patchset level.
Export from source complete successfully and generate the LCM extract, however importing this to target fail with above error.

Following symptoms captured in the relevant log files.
