EPMA Dimension server fails to start with an error [EPMA DimensionServer Startup] FATAL Unable To Find The Requested .Net Framework Data Provider

The full error in the EPMA \Oracle\Middleware\user_projects\<instancename>\diagnostics\logs\epma\DimensionServerStartup.log is 

[2018-11-20T10:02:40.622-06:00] [Debug] Starting up Remoting using port 5255
[2018-11-20T10:02:40.996-06:00] [Error] System.ArgumentException: Unable to find the requested .Net Framework Data Provider.  It may not be installed.
  at Hyperion.DimensionServer.SessionManager.SessionManager.Initialize(Boolean restorePastInstanceSessions, Boolean enableCaching)
  at Hyperion.DimensionServer.Process.Program.InitializeSessionManager()
  at Hyperion.DimensionServer.Process.Program.StartDimensionServer()
  at Hyperion.DimensionServer.Process.Program.Main(String[] args)
[2018-11-20T10:02:41.173-06:00] [Debug] Shutting down all Dimension

The above entries show that the connection failed to the relational Oracle or SQL database. A succesful connection to the database which shows the connection after "Starting up Remoting using port 5255" entry is as follows. In this instance to the EPMA Oracle schema
