Symptoms
On OBIEE 12c :
In the permissions dialog, it enables users to manage accounts and to assign permissions for catalog objects.

Assigning Permissions
The permission dialog may not be displayed when disabled accounts are included in the ACL for the the catalog object.
In this case, the following error is logged in sawlog :
