OBIEE 12c: ECID Column Is Not Getting Populated In S_NQ_ACCT Table (Doc ID 2487463.1)

After configuring Usage Tracking ECID coumn in S_NQ_ACCT table is not getting populated.

Further observed that no ecid in the obis or sawlog like below
