Can not login to BI Analytics when connecting to DR

In a production failure, customer desires to bring up OBIEE at our Disaster Recovery site. After moving files and data to DR location, Customer updated DNS entry for the LDAP provicer entry to point to a working window domain controller. After this can login to weblogic console as well as Enterprise manager console using weblogic account but not BI Analytics.

No Error

The issue can be reproduced at will with the following steps:
1. customer copies all data and files over to Disaster Recovery site
2. unable to start all services on the DR instance

The issue has the following business impact:
Due to this issue, users cannot log into OBIEE on RD site in case if issue
