OBIEE 12.2.1.x: UploadRpd Failed with Error: "Metadata Lock Could NOT Be Acquired" While Running from Client Installation (Doc ID 2490844.1)

Symptoms

On Oracle Business Intelligence Enterprise Edition (OBIEE) 12.2.1.3.x version, 

When trying to upload RPD from client location using the below command 

./datamodel.sh uploadrpd -I XXXXX.rpd -SI ssi -U <USER>

RPD is not uploaded and failed with below error:

Error:

"uploadRpd Failed: Metadata Lock could NOT be acquired"

 

The following traces can be found in the bi-lcm-rest.log.0:
