Error" LPX-00200: could not convert from encoding UTF-8 to US-ASCII" on a Failed Essbase startup (Doc ID 2520560.1)

Symptoms

When starting up the Essbase service using the OPMN process, the following error is logged in the opmn.out file.

[2019-03-18T10:42:32-05:00] [opmn] [ERROR:1] [108] [internal] XML parse failed: error 200.
In line 1 of \Oracle\Middleware\user_projects\essbase1\config\OPMN\opmn\opmn.xml: LPX-00200: could not convert from encoding UTF-8 to US-ASCII
