RANK Function In Filter May Not Work When the Related Column Is Not Included in Analysis

Symptoms
Rank function filter may not restrict data when there is no related column in the report.
For example, when filter is created like 'year' is ranked first 1 and there is no 'year' column in the report, then the filter does not restrict the data in 12c. This issue reproduced with ranked last filter as well.
In 12c, the result of filtering "Per Name Year" column "is ranked first 1" turned the aggregated of all the year 2008, 2009 and 2010:
This was not the case in 11g. The rank filter restricts only the first 'year' of the data even without "Per Name Year" column in report.
