Approvals Email Notification is Not Sent When User Promotes Planning Unit (Doc ID 2534652.1)

Symptoms

The Planning Unit is owned by a group. When a member of the group promotes or performs other actions on the Planning Unit a notification email should be sent. However no users are receiving an email. The application owner verified email notification is enabled and users have enabled approval notifications in their preferences.
