22.214.171.124 Not able to login into EM after upgrade

Trying to upgrade from OBIEE 12.2.1.X to 220.127.116.11.0 into a new ORACLE_HOME.
The upgrade completed without error and all servers started. EM, Console, and Analytics were up and could be logged into.
The instance was stopped and 12.2.1.X ORACLE_HOME was renamed. Then the instance was restarted.
Users were able to log into Analytics and Console but not EM:
Error 404--Not Found
In Console - Deployments, EM was not started.
Manually starting EM return error:
[MW_HOME]/user_projects/applications/bi/em.ear (The system cannot find the file specified) with : [MW_HOME]/user_projects/applications/bi/em.ear
In the OS, the folder
[MW_HOME]/user_projects/applications/bi was recreated but empty.
