Symptoms

After an in-place upgrade of OBIEE from 12.2.1.3 to 12.2.1.4 ...

A user navigates to http://<server>:<port/analytics, and enters his username and password credentials.  See the following error is thrown:

You are not currently signed in to the Oracle BI Server
If you have already signed in, ...

In the OBIPS sawlog*.log file, the following is observed:-

... [OBIPS] [ERROR:1] [] [saw.securitysubsystem.checkauthentication.runimpl] ... Odbc driver returned an error (SQLDriverConnectW).
State: HY000. Code: 10058. [NQODBC] [SQL_STATE: HY000] [nQSError: 10058] A general error has occurred.
(HY000)
State: HY000. Code: 73025. [nQSError: 73025] The Oracle BI Server is currently unavailable for queries. Please contact your System Administrator to report the failure. (HY000)[[
...

... [OBIPS] [ERROR:16] [] [saw.soap.makesession] ... Authentication error. Invalid session ID or session expired (session ID ending with '')
An error occurred during authentication. Try again later or contact your system administrator.

In the OBIS obis#-diagnostic.log file, the following is observed:-

... [OBIS] [ERROR:1] ... [13075] A cycle of Application Role membership has been detected: '_GRP2ROLE_Presentation Server Administrators->_GRP2ROLE_Web Administrator->_GRP2ROLE_Presentation Server Administrators'
