OBIEE 12c: Permissions Dialog may not be Displayed After Upgrading to OBI12c from OBI11g (Doc ID 2574937.1)

Symptoms

The permission dialog may not be opened after upgrading to OBI12c from OBI11g.
This issue occurs if catalog groups are set in section permissions of the dashboard page in OBIEE11g.

Despite clicking "Permissions", the permission dialog screen does not appear.
