EPM 11.1.2.3 Configuration Error "Failed To Navigate From ProductTaskSelectionState" (Doc ID 2581790.1)

Symptoms

When attempting to run the EPM Configurator the following error occurs.

ERROR
-----------------------
Error - Failed to navigate from ProductTaskSelectionState: IIS "Default Web Site" does not exist and the config of IIS products will fail! Please create "Default Web Site" or unselect the config tasks for IIS products.

Config logs show these error:

"Could not define the version of IIS from Registry Key! May be IIS is not Installed or registry key is incorrect"
