OBIEE 12c Error With Exportarchive.sh : "Metadata Plugin exportArchive failed!"

Symptoms
When attempting to export BAR file from OBIEE 12.2.1.4.0 upgraded instance, it created the bar file, but the file size is so small that it doesn't have all application roles, webcat and RPD.
The following error occurs in the logs.
