OBIEE 12c: Configuration Assistant Hangs On Windows 2016 When Starting All Servers (Doc ID 2612074.1)

While running the BI configuration assistant to create the domain, it hangs in "Start All servers" step 8 of 9.

It does not error out. Even after several hours it is still showing 0% progress.

Install log shows the following error:
