Error During ODI Process Submission. ODI Session ID Not Being Created

Symptoms
While attempting to executing the Data Load Rule, the ODI session is not being created. No error is generated in the Data management console and no process log is created.
aif-WebApp.log shows error similar to the following at the time the Data Load Rule was run:

One or more of the following may have occurred:
- ERPIntegrator Web App was recently configured or reconfigured.
- Windows Service for the FDMEE Web App was recently created/recreated.
- Path to the "outbox" folder was configured/reconfigured as a network share.
