Error During ODI Process Submission. ODI Session ID Not Being Created (Doc ID 2612552.1)

Symptoms

While attempting to executing the Data Load Rule, the ODI session is not being created.  No error is generated in the Data management console and no process log is created.

aif-WebApp.log shows error similar to the following at the time the Data Load Rule was run:
