OBIEE 12c: BI Scheduler Fails to Start with Unsupported Data Type Error (Doc ID 2621152.1)

Symptoms

On installing OBIEE 12.2.1.4.0 on MS Windows Server (2012 or 2016) with the RCU Schemas residing in an Oracle RAC Database on remote servers ...

The BI Server (obis1), BI Presentation Server (obips1) and BI Scheduler (obisch1) failed to start during the penultimate "BI Startup" step of the Configuration Assistant.

As per OBIEE 12c: After Running 'config.sh' Using Oracle RAC DB 12.2.0.1, OBIEE Services Are Not Coming up In 12.2.1.4 (Doc ID 2548072.1), the "opss_datasource" and "biplatform_datasource" ODBC System DSNs were manually re-created (in the ODBC Data Source Administrator) to use the "Oracle 7.1 Oracle Wire Protocol" driver (instead of the default "Oracle 8.0 Oracle Wire Protocol" driver).

The BI processes then started successfully (for example, via <DOMAIN_HOME/bitools/bin/start.cmd), but the BI Scheduler crashes shortly after startup, and the following is observed in the nqscheduler.log file :-
