OBIEE 12c: Custom Images Are Not Loading

Symptoms
In OBIEE 12.2.1.4, custom images that are configured in dashboards are not loading, it displays a broken symbol instead.
Image is located on another server.
Ping from the 12c server to the image server is successful.
Clicking on the image will successfully open a pdf file, which is also located in the image server.

Error noticed in the Browser.
Refused to load the image 'https://<server_name>/Guides/help.jpg' because it violates the following Content Security Policy directive: "img-src 'self' data: elocation.oracle.com:* http://elocation.oracle.com".
