Fusion EXTERNAL_STORAGE_INTEGRATION_DOWNLOAD Step FILE_DOWNLOAD_STEP Fails with FILE_DOWNLOAD_ERROR (Doc ID 2631476.1)

BIApps (OBIA) - 11.1.1.10.1 and higher.
Source System Fusion HCM
Module Configured HCM HR
Java:1.7.0_201

Java Update to above version. TLS 1.2 also was updated.

After doing above upgrades it started failing twice in a week, now its failing every day. The workaround is to restart then it will go to success.

Fusion Load Plan failure in session: SESS_<Session ID>_EXTERNAL_STORAGE_INTEGRATION_DOWNLOAD
step: FILE_DOWNLOAD_STEP

When issue happens it is after about 5 min after establishing connection. Whatever number of files downloaded during those 5 minutes worked, then the error (see below).
The workaround is to restart the Load, and it works the second time.

This is while doing Full Loads, which are necessary to deal with source deleted records.
