OBIEE 12c: Unable to Start the Administration Server

Symptoms
You are trying to start the OBIEE services bi using <DOMAIN_HOME>/bi/bitools/bin/start.sh, but the Administration Server process fails:
$ <DOMAIN_HOME>/bitools/bin/start.sh Starting domain; Using domainHome: <DOMAIN_HOME> ... Initializing WebLogic Scripting Tool (WLST) ...
