OBIEE 12c: Unable to Start the Administration Server (Doc ID 2632652.1)

Symptoms

You are trying to start the OBIEE services bi using <DOMAIN_HOME>/bi/bitools/bin/start.sh, but the Administration Server process fails:

$ <DOMAIN_HOME>/bitools/bin/start.sh
