Symptoms

HFM web server unable to communicate with HFM application server to create new application in newly installed environment.

HFM web tier log, Oracle-epm-fm.log, will contain errors like:

                at oracle.adf.model.binding.DCDataControlReference.getDataControl(DCDataControlReference.java:277)
                at oracle.adf.model.BindingContext.instantiateDataControl(BindingContext.java:1439)

Note that the List of servers in "Server list is:" will return correctly for the environment; however, the HFM web server attempts to use the NetBIOS name to connect even thought the HOST was configured to use Fully Qualified Damion Name. Unless the HFM Web server can resolve that NetBIOS name to IP address a failure occurs.
