OBIEE 12c: Right-Click Menu(e.g Sort/Drill) does Not Pop-up on Graph Project when Opening DV with View Mode (Doc ID 2638131.1)

Symptoms

Data Visualization project can be shared in "Edit" and "View" modes. When a project is shared in "View" mode, right-click menu(E.g Sort/Drill) is not being displayed when the user right-clicks on the visualization. Instead, it displays the properties pop-up.
It can be reproduced with bellowing steps:

1. Create a BAR graph in a project with any column and then save it.
2. Back to the top page, select project created ---> Inspect --> Permissions
   grant user e.g testuser ---> Can View
3. Sign out and then login DV with the user(e.g testuser) who is granted to "Can View".
4. Open the project and then right-click on the Bar of the graph.
   The menu is not being displayed but instead "properties" pop-up.
   
   The expected behaviour: Right-click should be displayed as bellow:
